OFFSHORE USA PROJECTS DONE BY OUR TEAM IN FIJI:
PAFCO Fish Track
Tracking systems were developed based on specifications from Bumblebee to follow the movement of tuna throughout its processing, from the dock all the way to the can. With the resulting system, weights, pallet numbers, species, shrinkage, and related QA factors can be accessed to give detailed reports of product status as well as indicators for changes leading to greater efficiency.
This software was developed and deployed in Fiji by Computech in conjunction with Bumblebee operations managers. Following it deployment in Fiji, the system has been successfully installed in Ecuador, Trinidad, and Puerto Rico with modifications to suit local currencies and weights.
This Bumblebee/PAFCO project is currently in the design phase for expansion to allow linking into a third party process management application and related financial reporting programs.
MMHX: Child Nutrition and Health Care Systems

This system involved a development project using Visual Basic, Crystal Reports, and SQL Server with both Client and Server components. It is a system that provides the USA client with a comprehensive child care package that brings together Providers, Sponsors, and their State-run administrations.
The project lifecycle used goes through the following stages; modular overview, data modelling, design (functional then technical), implementation, and testing. A technique previously used at Boeing is used to keep track of all the Unit Processes through this lifecycle so nothing escapes the development team's eye.
Here are some of the technical details of the project:
- Around 100 tables within the database and well over 30 forms for the end user to create and edit child care information.
- Dozens of reports that generate child info, claim processing details and cheque printouts to name a few functions.
- A custom made replication system that utilises FTP, TCP/IP Handshaking and Database Management Objects to link together providers, sponsors and state information through a central server.
- Runs on Windows 98, 2000, and XP.
- Uses the latest InstallShield development tools to package user friendly yet highly powerful installs that are even capable of adding a personal edition of SQL Server to client machines. Patches are also made through these tools and are applied using the internet through the system itself.
FIJI CUSTOMER SITES:
Fiji Land Information System [FLIS]
Beginning in 1992, following the award of a tender for Phase I of the New Zealand Aid-Funded Fiji Land Information System, Computech installed six separate LANs together with plotters, CAD graphics workstations, more than 250 workstations together with a system of backup tape and redundant power systems. At the same time, all the cabling and network and client configurations were completed. Phase II of the system included wireless network system and integration of the network systems to complex software platforms including Oracle, Advanced Revelation, Intergraph, and various Microsoft products.
Of additional value was the backup support provided wherein all systems were systematically serviced, repaired and upgraded as necessary. Our support of FLIS continues to this day.
The Frequency Management System
The Frequency Management System was developed to serve as a comprehensive administration program and database for use by Pacific Island governments and their handling of regional broadcast frequency bands. Frequency assignment, licensing allocation, inter-modulation technology, monitoring of usage and invoicing are examples of some of the functions of this program.
The system is written in Microsoft Visual Studio .NET / SQL Server. The system contains more than 50 different data display screens, a sophisticated search system, data validation, error handling as well as functional and user level security features. This program was developed as an enhancement of an existing legacy system, designed and implemented in the 90's and written in Dbase4.
The new program allows for the accurate migration of all existing data from the legacy system into the new SQL database. User training as well as a comprehensive user manual are both included as part of the overall package of development and support provided with this software package.
Fiji: Ministry Of Health - Patient Information System (PATIS) Pathology Module
The existing PATIS system is used within Fiji to manage patient's details throughout all the public hospitals in the country. The Pathology Module is being developed to interface directly into the PATIS system to provide administration of test requests and results and to also give detailed statistical analysis and reporting of the stored data for such things as drug sensitivity analysis. It has a comprehensive lookup system based on accurate medical data to address efficiency and quick and simple to use.
Computech's work on the PATIS project has been written in Access 2000 and connects to the existing SQL Server backend. It was intended to be simple to use and cost effective for the hospitals small budgets and has proved to be of great benefit to Fiji's Ministry of Health and a significant contribution from the Australian Aid programme.
Utility Billing and Management System
The Pacific Utility Billing System, a billing and customer management program, has been in use since 1995 when it was first developed, following specifications from Price Waterhouse Coopers, to handle the requirements of the Water Division of the Public Works Department in Fiji. This project was initiated by Computech after being selected from a tender process managed by Price Waterhouse Coopers and the Major Tender Board.
The system (which is currently in use in Fiji, Tonga, Samoa, and the Solomon Islands) was a legacy system developed in Microsoft FoxPro for Windows and has now been upgraded to a more robust Microsoft VB/SQL system. This system has been subject to a continual program of upgrades and improvements over the years and is capable of handling water, sewerage, electricity, and refuse collection. In Fiji the system handles over 130,000 accounts, running over a 100 user network located on five regional servers throughout the Fiji Islands. The system is ideally suited for utilities with anything from a few thousand up to 150,000 consumer accounts.
In addition to consumer management and billing, the system also includes optional components to allow the use of hand-held meter reading devices (for automated input of meter readings) and full point-of-sale functionality including bar code scanners, cash drawers, and dedicated receipt printers. The hand held meter interface is compatible with both Radix and Itron devices.
